U.S. Consular Agency Cebu

The U.S. Consular Agency in Cebu provides passport and citizenship services to U.S. citizens in the Visayas region and nearby provinces by appointment only. We also can assist Americans in an emergency, including in cases of death, arrest, missing persons, and with welfare concerns.

To comply with social distancing guidelines and help ensure your safety during the ongoing COVID-19 pandemic, we are strictly controlling the number of people in our waiting room at any one time. We are not providing walk-in services. Contact the Cebu Consular Agency by email to ACSInfoCebu@state.gov to request an appointment for a passport or Consular Report of Birth Abroad (CRBA). Please be prepared to pay the required fee by credit card. We accept Visa, MasterCard, American Express, Visa Debit, and MasterCard Debit. If you must pay by cash, please bring exact change in U.S. dollars or Philippine pesos. We cannot make change for cash payments.

Keep in mind that you may qualify to submit your passport renewal application by mail; click here for more information. Turn-around time for passport cases is four to six weeks. If you have confirmed travel within the next two weeks, contact the U.S. Embassy in Manila via email to ACSInfoManila@state.gov to request an appointment to apply in person for an emergency passport. Write “emergency passport” in the subject line of your email.

Manila, March 5, 2020 — EducationUSA, the U.S. government’s official resource for students interested in pursuing higher education opportunities in the United States, welcomed representatives of 26 accredited U.S. universities and colleges to its annual university fairs in Manila and Cebu on February 27 and 28, respectively.  Nearly 1,100 students, parents, and educators joined the Manila fair at the Podium Hall in Ortigas Center, while more than 600 attended the Cebu fair at the Radisson Blu.

Deputy Chief of Mission of the U.S. Embassy John Law toured the fair in Manila to meet students interested in studying in the United States.  “We’re just so happy that as you look at the opportunities here and you find places that are good for you, you are going to be part of that tremendous centuries-old legacy of ties between the American people and the Philippine people, because that’s really the most important part of our relationship,” DCM Law said.

“We believe U.S. colleges offer flexibility, choice, options, and value. And we’re certain you’re going to be able to find something that meets your needs,” he added.

Several U.S. university representatives who attended this year’s fairs noted that they continue to be impressed with the quality of students they are meeting in the Philippines, and that Filipino youth seem more prepared to pursue educational opportunities in the United States each year.  Nearly 3,400 Filipinos are currently studying in the United States.

The annual EducationUSA fairs are free and open to the public.  The fairs provide an opportunity for Filipino students to meet university representatives, learn about the U.S. college application process, and interact with university alumni ambassadors, EducationUSA advisors, and U.S. Embassy consular officers.

EducationUSA provides free advising services to prospective international students in more than 170 countries and offers students resources and tools to help navigate the five steps to U.S. study: researching schools, financing, completing the application, obtaining a student visa, and preparing for departure.  An EducationUSA adviser can help students narrow their options, define their priorities, and plan their college careers.  EducationUSA does not offer scholarships, but can assist students in identifying scholarship and financial assistance opportunities.

U.S. and Philippine Partners Conduct a Chemical, Biological, Radiological, and Nuclear Exercise

Manila, July 24, 2019 — The U.S. Defense Threat Reduction Agency (DTRA) is assisting interagency representatives of the Philippine government in conducting a Chemical, Biological, Radiological, and Nuclear (CBRN) exercise from July 24 to 27.

DTRA designed the exercise to hone the response skills of the Bureau of Fire Protection (BFP), the officially-mandated CBRN response agency within the Government of the Philippines, and allow the Philippine interagency to practice responding to a simulated CBRN incident within Metro Manila.

The exercise began with a supposed chemical incident in Manila, followed by the establishment of an Incident Command Post.  The Philippine government quickly organized a mock interagency response, coordinating more than 20 agencies.  BFP responders triaged simulated casualties on site and prepared them for initial treatment and transfer to Philippine General Hospital.  Hospital staff then practiced treating the casualties and identifying the chemical agents involved by using the mass casualty decontamination equipment provided by DTRA.

The exercise will continue on July 25 in Cebu and July 26 in Davao.  The Incident Command Post, located in Manila, will continue coordinating with the Philippine government and responders to ensure a quick and unified response.

Exercises like these reflect the many years of support, assistance, and cooperation between the United States and the Philippines.  Opportunities to train together strengthen our long-term relationship with our friends, partners, and allies.
