Overview

The U.S. Consular Agency in Cebu provides passport and citizenship services to U.S. citizens in the Visayas region and nearby provinces, by appointment only.

We also can assist Americans in the Visayas region in an emergency, including in cases of death, arrest, missing persons and with welfare concerns. Please contact us by emailing ACSInfoManila@state.gov for assistance in these matters.

ANNOUNCEMENT: Mandatory Payment via Pay.gov at Cebu Consular Agency

The U.S. Consular Agency in Cebu is implementing a temporary mandatory transition to Pay.gov as the sole accepted payment method, effective February 25, 2026. This change enhances security and efficiency in processing consular services.

Passport and Citizenship Services

Visit our Passports page to apply for a U.S. passport at the Consular Agency in Cebu.  If you are renewing an adult passport, you may qualify to submit your passport renewal application by mail. Turnaround time for passport processing is six to eight weeks.

Visit our Citizenship page to apply for a Consular Report of Birth Abroad (for an applicant younger than age 18) or for U.S. citizenship as an adult (for an applicant 18 and older), at the Consular Agency in Cebu.
